Gov. Abbott emphasizes owners, patrons must follow rules to get bars back open

Governor Abbott says if bars are to reopen, owners and patrons must follow the rules and help slow the spread of COVID-19. 

During a visit to Victoria, the governor laid the blame for the case spike in June at the feet of bars not following state guidelines. 

The governor emphasizes, if they do open, all owners must follow the state's requirements on capacity. The original rules required patrons to sit at all times, in small groups, and not mingle with other patrons. 

"They are structured for people to come together close together, without facemasks, in situations where people frequently become intoxicated and when they become intoxicated they lose the discipline they need to maintain the practices to prevent the spread of COVID-19," Gov. Abbott said. "As a result, it requires extra vigilance on the part of owners of those types of establishments to make sure they prevent their establishments from becoming spreading events."

In order to reopen them, Gov. Abbott says the state must reach and sustain a positivity rate of less than 10%. 

He also says hospital capacity must also reach a more acceptable level.
