Economics expert speaks at Texas Tech, addresses 'War on Poverty'

LUBBOCK, Texas -

In 1964 President Johnson declared a war on poverty. A guest speaker at Texas Tech Thursday, Jim Sullivan discussed whether the U.S. has improved its economic circumstances. 

Many argue our poverty programs have been ineffective. Sullivan's research however shows improvements over the last few years. Sullivan says the way we measure poverty is flawed, and he's spent time identifying those flaws to better understand its changes overtime. 

Sullivan's research focuses on the consumption, saving and borrowing behaviors of low-income households. By better educating ourselves, he believes it could help in designing better policies. 

"With the understanding that the set of programs that have been designed to address the needs of those at the bottom have actually moved the needle, that helps us inform policy makers about how they should allocate scarce resources," he said. 

Sullivan said the long period of economic growth has had a pretty wide-reaching impact improving conditions for many.
