LUBBOCK, Texas -

Ysidro Gutierrez declared his candidacy for Lubbock County's northeast precinct Friday, citing his previous experience and his dedication to civil service.

In the commissioner's courtroom to keep supporters out of the cold, Gutierrez said his previous tenure on the court -- from 2005 through 2008 -- his patriotism, and his conservative values will flip the Democrat-held seat in November.

"I had folks writing letters to the editor," Gutierrez said, "praising my conservatism because I voted for smaller government and I voted for less spending."

"I have a record," he went on to say, "of voting for smaller government and lower taxes, and I will continue to do that."

Gutierrez said he's also the only candidate with enough name recognition to win against the incumbent, Gilbert Flores.  Two other Republicans have filed to run, Victor Flores and Cary Shaw.

The party primaries are Super Tuesday, March 3.
