Justice Hancock assigned to IBC vs. Reagor, R&D Acquisitions lawsuit

An administrative judge has assigned a new judge to oversee International Bank of Commerce Oklahoma's lawsuit against Bart Reagor, Rick Dykes and others.

Retired Justice Mackey Hancock is now assigned to the case. Hancock retired from the Seventh Court of Appeals in Amarillo in 2016.

99th District Court Judge William Sowder recused himself from the lawsuit, which lists defendants Bart Reagor, Rick Dykes , Tex-Fi Capital, RD7 Investments, R&D Investments Reinsurance Co, R&D II Reinsurance, R&D III Reinsurance, R&D IV Reinsurance and R&D V Reinsurance.

IBC has moved for summary judgment, claiming Reagor and R&D Acquisitions are liable for more than $25 million. This is from loans and overdrafts the bank shows the companies signed. While there is the long list of defendants above, the motion for summary judgment specifically identifies Bart Reagor and includes copies of loan agreements Reagor signed as president/manager of D and R Acquisitions.

The bank has already foreclosed and liquidated collateral it recovered from Reagor-Dykes, according to a recent court filing. The $25 million is the balance due of what's left over. Court records show the original loans totaled more than $25 million, signed in 2017 and 2018.

The filing states more than $12,000 in interest is accruing per day since June 14.
