Lubbock City Council approves Lubbock 2040 Plan

Lubbock City Council unanimously approved its new comprehensive land use plan, code-named the "Lubbock 2040 Plan".

Council members emphasize this version includes many recommendations put forth by citizens through the public comment and open house phases of the project's approval.

This plan lays out the city's land use for the next 20 years. Advocates for east and north Lubbock worry it doesn't do enough to address their needs, including the removal of toxic release inventory sites.

We've previously reported on this issue, including its segregational origins. Council members say language is in the program to reflect this.

City Manager Jarrett Atkinson says he and his staff are eager to start working. He says those discussions and evaluations can begin immediately upon adoption.

Council member Latrelle Joy insists the current plan, which shows little to no codified change to address health concerns beyond the evaluations, is not racist and only deals with the city as it is.
