INTERVIEW: Fields wants to tap 'Rainy Day Fund' for public school finance

LUBBOCK, Texas -

Samantha Carrillo Fields is the Democratic challenger for state Rep. John Frullo (R) in House District 84 in the midterm elections. A City of Lubbock employee, Fields said she wants to take Dist. 84 residents' concerns and issues to Austin as a representative that listens.

A guest on the News@Nine Thursday, Fields said she knows there's no "silver bullet" solution for public school finance; instead, she wants to corral ideas from both sides of the aisle, as well as interested stakeholders, to determine a more equitable way to fund public schools -- and she's not against tapping the state's savings account to do it.

"Honestly, I don't know what a 'rainy day' looks like anymore," Fields said. "We have all this money that is sitting in savings right now from oil and we're not using it. We had a hurricane come through Texas; we didn't use it. We are about to go into the hole about, what, $4 billion in this next session already, hasn't even started yet and we've already said that is how much we will not have."

Fields said the budget shortfalls in rural hospitals is forcing patients from smaller communities to come to Lubbock, a process that is costly to families and causes severe delays in Lubbock hospitals.

"That is the one issue I have been hearing repeatedly at peoples' doors," Fields said. "'I want to be able to see a doctor when I get sick, I want to be able to take care of myself,' and that is what Medicaid can do. In this city, there are a lot of people who qualify for it, and I feel like expanding Medicaid is going to be the biggest thing we have to do in this Legislature. It is the number one issue I have been working on as this campaign continues."
