Gov. Abbott releases plan to protect students from shooters

LUBBOCK, Texas - The Governor's School and Firearm Safety Action Plan, which aims to harden school security, is the result of the tragic shooting at a Santa Fe high school where eight students and two teachers were murdered.  The plan would heighten police presence on campuses.

On top of that, the Governors plan would allow a limited number of teachers to carry firearms. 

Gov. Abbott  suggests expanding the Telemedicine Wellness, Intervention, Triage, and Referral  Project (TWITR) which monitors students social media to search for clues about shooters' intentions before they act. 

The Governor also called for more crisis intervention counselors in the schools. Nancy Sharp with Lubbock ISD said it is something that could greatly help. 

"We've dusted out our facilities piece and we're looking at some of the things that we could do. We had community meetings in April to gain input from all our community members to talk about, what are the things that they see as places the schools are vulnerable and how could we address those. We put together a committee that will start meeting in June to go through some of those facility things and talk about some of the things we could do to help continue to harden our facilities."

She said recognizing the problems is one thing but funding the solutions is a different story.

Abbott suggests the funding will be there; "The plan includes more than a $120 million in funding strategies to help schools implement these solutions immediately at no cost to the schools," he said.


Texas DPS advocates for use of ELDs

LUBBOCK, Texas - Electronic Logging Devices (ELDs) are relatively new and used to monitor how long a truck and driver are operational. Texas DPS Sergeant Rick Molina lauds ELDs for their efficiency, and keeping the roads safe.

"Any time the vehicle goes over 5 mph, the vehicle immediately starts recording it's hours of service," Molina said. "Once it comes to a complete stop it gives them an option to say on duty or off duty rather than have them take the time to do a paper log and record those hours."

DPS Lieutenant Mark Gumaer believes this training day clears up any confusion for big rig drivers and carriers who employ them.  
 
The course is a good refresher for the basic rules and regulations of the trucking industry.
 
"A lot of times, drivers and carriers don't take the time out in order to go over their trucks and check out their safety equipment. When we're doing safety inspections we're seeing a lot of equipment violations that include bad tires and steering mechanisms," Molina said. 

Intrastate drivers won't be required to use ELDs until December of 2019.


Cell phone video released of Parkland school shooter plotting his attack

PARKLAND, Florida. - A disturbing promise, from a Florida teenager appearing to be planning to shoot up his high school. Prosecutors releasing cell phone video apparently recorded by Nikolas Cruz.

In a video, accused parkland gunman Nikolas Cruz talking at length about plans to shoot and kill his classmates, at Marjory Stoneman Douglas high school.

He describes how he lives in isolation, in solitude. Cruz goes into detail about how he's treated by classmates.

Victims' families were given a written transcript, before the videos' release Wednesday.

It's unclear exactly when the video was recorded. Cruz was ultimately apprehended off school grounds. He's now charged with 17 counts of murder and 17 more counts of attempted murder.


Ex-FBI No. 2 official wrote memo on Comey firing

WASHINGTON (AP) - Former FBI Deputy Director Andrew McCabe drafted a memo on the firing of his onetime boss, James Comey.

That's according to a person familiar with the memo, who insisted on anonymity to discuss a secret document that has been provided to special counsel Robert Mueller.

The person says the memo concerned a conversation McCabe had with Deputy Attorney General Rod Rosenstein about Rosenstein's preparations for Comey's firing.

The Associated Press reported in March that McCabe had drafted multiple memos, including about his interactions with President Donald Trump.

The New York Times first reported on the content of this particular memo.

McCabe became FBI acting director following Comey's firing last May. He was fired as deputy director in March amid an inspector general finding that he had misled internal investigators.


Day of US-NKorea meetings to salvage summit on tap in NYC
  
NEW YORK (AP) - Top American and North Korean officials plan a full day of meetings in New York aimed at deciding whether a summit between President Donald Trump and North Korean leader Kim Jong Un can be salvaged.
  
Ahead of the meetings Thursday, Secretary of State Mike Pompeo and the North's former military intelligence chief, Kim Yong Chol, had dinner Wednesday night. Kim had flown in from Beijing and Pompeo from Washington.
  
The talks come as preparations for a highly anticipated summit in Singapore barrel ahead amid lingering uncertainty about whether it will actually take place, and when. Trump cancelled the June 12 summit last week, then suggested it could still happen.
  
U.S. teams have been meeting with North Korean officials in Singapore and in the heavily fortified Korean Demilitarized Zone.
