LUBBOCK, Texas -

Lubbock Congressman Jodey Arrington is commemorating the life and death of a Navy Seal from Plainview.

The Bill Mulder Transition Improvement Act focuses on guiding service members in leaving the military, before their discharge.

The bill proposes focusing on career opportunities and entrepreneurship, asking service members to pursue career tracks that best suit their post-service plans. It includes one-on-one counseling a year before separation, to evaluation a transition pathway.

"The Transition Assistance Program can help prepare folks like Bill for the challenges and opportunities of transitioning to civilian life," Arrington said. "To create a new purpose, to equip them with the tools to be successful in the marketplace, leveraging their unique experiences and skills from their time in the armed services."

The proposal also includes a five-year pilot program, providing matching grant money to private sector groups that help veterans and service members return to civilian life.

Chief Petty Officer Mulder died by suicide in June 2017. He rests in Arlington National Cemetery.
